Two-page view: how to set a "cover page"?

When viewing PDF files in two-page view, some of them have a separate cover page which displays on its own. I believe this is set in Adobe Acrobat before exporting.

I don't have Acrobat and dealing with their infamously difficult-to-get-rid-of subscription just to fix a handful of scanned booklets seems a little overkill. Are there any free tools for Windows that would allow me to set a cover page on PDFs that don't have one?
