You could look at older, used Onyx and Boyue readers. The previous generation ran Android 6.0. If you can find a used one in good shape, you would save some money and have a device that meets your needs.
If you prefer a new device, Onyx and Boyue are your best bets. Boyue devices tend to be slightly less expensive than Onyx ones. Either would be a good choice. I personally find the Onyx devices to be a tad better overall.
If Nook is available in Norway, the Nook Glowlight series runs Android 4.4.2. That may be too old an Android version for your needs. It would also require a little hacking to install apps.
I'm not aware of anything else as of now.
