Firstly, you have not mentioned what ebook format you have, or what you then use on the device. But, that suggests it is an epub. If it is epub...

What you are actually looking at is the first page of the book. For epubs, Kobo renders the first page of the book and uses that as the cover. To change it, you need to edit the book and build a new first page.

Overall, the easiest way to do this, is with calibre. It has tools to fetch metadata and covers and then update the book with these. Then you can send them to the device and the device will generate the new cover.
