My grandchildren simply have Kindles with no wifi password. Problem solved. Put it on the parent's account or use gift voucher to have an account with no payment method, which can be done at registration if there is a gift voucher even of 1$.
Download via PC for USB transfer (sideload), which everyone should do anyway. Do not rely on Whispernet (adds DRM to DRM free titles) or Cloud. Make backups.
