I'd guess that the 99 cent copy was ripped off one of the project gutenberg sites in a Life+50 country and illegally sold in countries where it isn't yet PD and had the issues inherent to such a copy.
This one seems to be from an actual publisher who presumably legitimately owns the rights to publish his work, not that "being sold by a legit publisher" makes a book immune from the same issues project gutenberg works have (mostly typos due to OCR failure not being caught by human proofreaders)\
(FWIW, Orwell's works should be PD in life+70 countries as of the end of 2020 as he died in 1950)
