Yes, in ePUB, MOBI, Word, and zipped HTML formats, it's not allowed. It is allowed in .kpf, the Kindle Create format for fixed-layout.

??? They do, as it happens. But that doesn't mean that they support ALL possible functions or animations, etc., under ePUB3. Just like ePUB2; they didn't support all the CSS therefor, either.
