In my last experience with a Kindle - maybe 3 or 4 years ago - they restricted download access if you had wifi on your kindle turned off. I was using my kindle as an off-line device, where I downloaded all the books I bought and then removed DRM and sideloaded books onto it. But then they restricted this by requiring wifi to be on when I downloaded the book from the website.
But I'll doublecheck.
