IMNSHO, Windows 10 is not 30% less productive than Windows 7. Our office staff would be still screaming if that was the case. As for downtime compared to Windows 7? Again not in my experience with a few thousand desktops and laptops where Windows 10 has proven to have fewer issues than Windows 7.
Less compatible with what? We are currently using several business programs that are not compatible with Windows 7 and some that required updates to work with Windows 10. But then when we went to Windows 7, we had to have a good chunk of our custom and purchased programs updated to work with Windows 7. There is hardware that we said goodbye to, especially some of our older printers as we moved to a 64 bit environment but most of our hardware still works.
As for being least configurable? I have no issues with configuring Windows 10 to work the way I want it to work for the end users. Group Policy has an enriched selection over Windows 7 making it easier for IT to manage them.
