When it comes to the Calibre KindleUnpack plugin: a KindleBook in the KF8 format is the only thing that will produce an epub. Since the vast majority of those are created from epubs, the resulting epub is likely to be already split up into reasonably sane chapter files. There are some KF8 books that might have been created from a source other than an epub, but those will typically come out of the KindleUnpack plugin as an epub with one monolithic xhtml file that can then be split afterwards. But they're getting fairly rare.
The Calibre KindleUnpack plugin won't create an epub from an old-school mobi-format KindleBook at all. The Sigil KindleImport plugin will try.
