IMO. your ideal reader doesn't exist at the price point you have specified. If that is a hard upper limit on the budget; I think you have to either give up the waterproof requirement, or the expandable storage requirement... or both...to find something under $100 U.S.

Basic browser and having epub and mobi supported are relatively easy to find (Kobo, Pocketbook)
