I just connected my Nova Pro to the internet and switched it over to the Asia server. When I manually checked for an update, Version 3 was ready to download. In Chinese, it said it was the official version.
I didn't bother to download it since I don't have any immediate need for the updates. I'll wait a bit longer for when the international update becomes available. From what I recall, that's usually several weeks after the domestic Chinese update is released.
So it does seem to be there for those wishing to get it early.
