The Overdrive mobile app will open ADE .acsm files, including the one for the University of Chicago ebook. If your browser doesn't offer you the option, you may have to download the file and then find it in a file manager, but I just verified that it does indeed work on an Android tablet.

Another alternative to ADE, Bluefire Reader will open the book. It still uses Adobe's SDK, but so does Overdrive and you don't seem too fussed about that. There are versions for Windows, Mac, Android, and iWhatever.
