In the Kindle for PC Software, when you click on Library in the Go menu, how many books do you see? Is it more than 6? If you only see 6 books, then that's all there are in your Amazon account. The rest were probably side loaded (i.e. they were downloaded as mobi files or exported from Calibre and then you double clicked on each one to add them to your Kindle for PC library). Amazon doesn't have a copy of any side loaded files, so it can't download them to your new PC for you.

For the books that Amazon does have, from the Library screen, you can click on each title in your Amazon account to download it.

Assuming you only have 6 books in your Amazon account, then you can find the others on your old PC by starting up Kindle for PC and going to Tools / Options / Content to find out where your books are stored. Then use File Explorer to locate that folder and search it for the .mobi files.
