The "reboot" button doesn't work like that. It only does something if the device is actually running. It will restart the device, but it doesn't turn the device on.

The factory reset instructions you need to follow are the last set on https://wiki.mobileread.com/wiki/Kobo_Reset:_Aura_H2O. All the steps are important.
