I'm only asking because I have opened another eBook - which has not been edited with Sigil - and there are no & in the opf file

The &s have nothing to do with function. They are used to display ampersands in the metadata values/content they're contained in. The opf would "function" quite fine without them. It's just that your metadata will be missing ampersand characters. The vast majority of epubs out there probably have no &s in their OPFs.
