Maybe, maybe not, the Intel chip is likely 14nm or 10nm whereas the M1 is 5nm, so it should be more efficient ignoring that ARM is generally better on the processing power per watt front than AMD64

EDIT: Plus, it looks like the Intel chip in question has a 45W TDP and the M1 has a 10W TDP.
