Because Kobo does not support this action. In fact, Kobo does not strictly support sideloading firmware. The only official ways to update the firmware are over WiFi or using the desktop application. Kobo do not publish the URLs for the firmware, so people worked it out. And then how to install it. But, if it goes wrong, it is your problem, not Kobo's.

For the dictionaries, again, Kobo do not officially support sideloading dictionaries. And again, they do not publish the URLs to the dictionaries. What @geek1011 posted was something he worked out. And it is only useful if you know the actual names of the dictionaries. Which aren't that hard to work out. (The easiest is to turn on the WiFi, download the dictionaries and record the names.)

Both of those mean that I think it is so much easier to just turn on the WiFi and sync. And if I can't do that, then it probably means I am somewhere without any sort of internet connection that I can use, so I wouldn't be able to download these files anyway. That doesn't make me an idiot. Lazy I'll cop to.

Of course, what you might really have been asking is can you get other dictionaries and use them. Again, Kobo doesn't officially support this, but, the firmware does have unofficial support for custom dictionaries. This is widely discussed in this forum.

Lastly, Kobo do not own these dictionaries. They license them from someone else. Making them available in any way except through the firmware or their applications would probably break the terms of that licence.
