That would only be true on a full RGB scanned PDF.
It's instant page turn on every real pdf on Kobo and even the 10 year old Kindle Keyboard / KK3 with a publisher font / KF8 option.

I have a very good Android 10" tablet and it's no better on real ebooks, but good on A4 size full colour PDFs, though slower than ebooks.
I have a three year old 7" Android and it's SLOWER than the ven the 10 year old Kindle Keyboard / KK3 with a publisher font / KF8 option.
The Kobo Libra is much faster on PDFs than even the Original H2O, but not all are suitable for a 7" screen. The A5 size and similar PDF operating manuals are a good bit slower than an epub, but not even one second on the Libra. About 1s on the H2O, which isn't as good resolution for a PDF anyway.

I did have an ancient Kobo Touch for a while and it too was fine on real ebooks, proper reflowable epub2.
