I don't know. But, to my mind, you are asking, "How do I set the clock to the wrong time?"

And it escapes me what the problem is. You state you are in Ho Chi Minh. That does not use daylight savings. If you use that as the city, the device should not make any changes the non-existent daylight savings. And if it is you should report the bug to Kobo so that they can fix it.

If you still want to poke around. The device runs a custom Linux build. There is probably an environment variable that can be set. I remember playing with one a long time ago to try and get the daylight savings changes right. But, I haven't needed to do that for years as everything seems to get it right.
