When I entered Ho Chi Minh in the Date and time setup, I get "UTC 7:00". And the same for Phnom Penh. But, when I searched the web for the daylight savings details for both, according to https://www.timeanddate.com/time/cha...m/ho-chi-minh:

In any case, I'd find it far to confusing to have one clock not match the others around me. I'd always be an hour early or late. And I hate time/date arithmetic to much to want to do it all the time.
