I think it is also a question of what ist easier/better to maintain (for you) and for future changes to implement.
And how likely it is that this change will come some time anyway.
To make this now or do it later after other adjustments that have been done must be included.
Otherwise I would prefer Option 3.
The existing menu stays as it is but user have an option to costumize some things for themself.
But it also depends on what options you think could be implemented with this.
