I don't think you can do that with a Kobo, but it is possible to do with a Kindle. You can choose which books are allowed in a person's library, and then before you give them the Kindle to use, you choose that account from the Household and Family library section of the Settings. When the device is passed back to an adult, you put in the pin to sign out of that profile. This is not limited to children's books--you can add any books in your account to any family profile, and you can have multiple profiles.
I wonder if the wizards who develop KOReader could do something similar?
