Ok, I have been in contact with the library.
The two libraries that work from a Kobo (Gothenburg and Malmö) are using a different system that the others, where it doesn't work. They are aware of the problem, in contact with each other, and they are searching for the problem.
Hopefully it will be fixed sometime in the not too distant future.
But, reading between the lines, my perception is that since it's just a small subset that you can borrow from a Kobo (since the ebooks also have to be available from the Kobo store, which have very few Swedish titles) it's probably not a high priority.
