I never did see the $5 offer on this main-page link, but I found the same offer on the Prime Video home page via Amazon.com. There’s a rotating set of ads at the top to click on...maybe this link will work. Haven’t used it yet but once I clicked it updated to show the offer was activated.
ETA: I’ve been a Prime member for many years and watched a lot of videos so I don’t think that affects the qualification.
