I would disagree with your conclusion. The home page shows your books including purchases that are not downloaded and Kobo Plus books while the Manage Downloads show books that are present on your device with books that are purchased and not downloaded or Kobo Plus books not being counted in that list.

Looking at the filter list in Books, All will match the number shown on the Home page, Downloaded will match the number that is the total of the Manage Downloads page -- Downloaded and Manage Downloads match, nah, coincidence.

Looking at my Clara HD, the Home page shows 12126 books which matches the All on the filter in Books. If I go to Manage Downloads, it shows 11891 total downloads which matches the Downloaded filter in the filter view. Purchased, Previews and Kobo Plus match what the Forma shows.

I checked this on several other ereaders in my Kobo collection and the numbers all match.

So no missing books on my devices.
