What firmware version are you on? If the latest (4.24.15676), try adding the dictionary to the .kobo/custom-dict directory not the .kobo/dict directory. See this message from @jackie-w and probably check the last pages of the Index of Custom Dictionaries for Kobo eReader thread for more information.

Out of curiosity, why did you say the thread you referenced has been closed. The thread does not say that it is closed and I did not see any moderator notices to that effect.
