See my post replying to @anacreon (immediately before yours) to see what might be happening.

ETA: Wild guess, possibly wrong! If the "cr2" is supposed to signify Croatian, then you should rename this custom dictionary to dicthtml-en-hr.zip because "hr" is the standard language code for Croatian.
