Log into your Amazon account using a browser, go to Content & Devices, look at the specific device, select it, and under Details, select Remove Offers.

As far as I remember, this is device specific, and once removed, it remains that way.

I've never paid to remove them...early on there were decent offers I took advantage of, like buying a $20 dollar gift card and getting an extra $5 or $10. Now, I ignore them, and pay them no attention. The cost to remove them can buy several books. I keep the cover closed when not reading, and don't stare at the sleep screen.
