Does the PC see your Mini? If not, you need to sort that out. The usual suggestions are to use different cables or ports on the PC. Or a different PC.

Otherwise, you have to find a way to put the firmware updated directly on the SD card in the right place. That is easy with a MAC or a Linux based PC, but, I don't know how to do it with Windows.
