Any PEAP connection is going to need a certificate. The Protected refers to setting up a secure TLS tunnel to keep from exposing your login information. A simple setup might supply a certificate when you register which you will need to export and import on your Kobo. Other times, the certificate may be available for download which I've seen done by several universities.

As I said, you are going to need to talk with whomever is managing the wireless system. I don't know the setup, I don't know where you are studying. And I am hitting the point I feel that pointing out that while I am willing to give general advice, I am not being paid to hold your hand is in order.
