As it exists right now, anyone using the Libra who wants to use it entirely as a touch screen device, without ever using the page buttons at all, can do so. Were the menu functions accessible via the buttons, those who wish to use it entirely without touching the screen would have the same degree of freedom of choice. Adding menu access to the buttons would INCREASE choice, not remove or restrict it.
