From a layman point of view(not a lawyer). I currently find it difficult to imagine that such an order can be enforced on cloud services to require platforms to delete files from a users private library.

The only scenario i can see is dmca takedown requests but those only apply when users are publicly sharing files via public links on Dropbox, Google Drive or other services.
