Like others here, I updated my iPhone XR and my iPad mini 5 without having any app content deleted. I don’t remember ever having that issue with any iOS or iPadOS update. Nevertheless, nothing bizarre from iOS 13.x or iPadOS 13.x would surprise me much anymore. You should report this to Apple CS.

BTW, which device(s) did this occur on?
