FIXED!!

I googled "error installing calibre 4.23"

That Led me to this thread on mobileread: https://www.mobileread.com/forums/sh...d.php?t=332734

where the same issue reported. Fix is to exit PowerToys (which is running in my system tray on startup).

This worked for me!
