Paypal + Proxy?

I am sure this has been covered many times but I couldn't think of the right search phrases to use to narrow it down, sorry:

I'm thinking of getting a Libra when a retail with whom I have some store credit gets them back in stock. It seems like a great opportunity to avoid the geographical limitations of my current Kobo account by setting up a new one. From what I recall, these are the key steps to reducing that lock-in:

1. Throwaway/fake email address.
2. Paypal as payment method.
3. Access via proxy/VPN

Have I got that right? Can I implement those steps and have access to Kobo stores other than the one dictated by the credit card linked to my current account?
