If you agree to continue, the WiFi will be enabled, and you should be able to use it.

If the problem is the Kobo servers being down, as it was in this case, if you choose the continue option, you won't be able to setup a new device, or sync to the servers. Those are the primary purposes that Kobo intends for the WiFi. I think this is only the second time that I have seen the servers used for this down.
No, I wasn't able to use it until today when their page was up again.

Another problem is that I logged out from Kobo and I suddenly wasn't able to even read any of my books already on my reader. The readerrebooted and I was told to register again. But since the page was down, I couldn't register and was stuck on the registration page. If I didn't had access to wifi I was asked to connect to computer through USB and download the kobo app to register through it. But since the page was down, I couldn't download or register through my laptop neither.

This made me think. What happens if I am registered and everything works fine, but I have to do a reset or get logged out in a place where I don't have internet connection? I have been out sailing or hiking where there are no connection. Then I will not be able to register again and therefore not read my already sideloaded books or, in case of a reset, sideload them again and continue reading. The obligation to register and be logged in to be able to use the reader for just reading the existing books is a huge mistake.
