You probably need to use the full path to the command. To use it without the path, you need to add the path to calibre to the PATH environment variable. Assuming a default installation, you probably want to run:

C:\Program Files\Calibre2\calibre-debug -g

If you are using the portable version of calibre, you will need to use the path to where that is installed.
