If you request sample on Kindle, it will only download to that Kindle. If you request with the Android app, it will download to that app. If you request from amazon.com, then one of your Kindle apps/devices is default, and it will get sent there unless you change the destination to another device. You can change the default ‘device’ in Manage Your Content and Devices.

If you are using an app/device where it has not downloaded, it will appear in your Library and will download only if you tap/select it from your Library list (when it is showing ALL and not just DOWNLOADED).

Samples are part of your Library (cloud) so when you delete, you need to Delete Permanently if you no longer want them in your Library. Remove From Device only removes it from the device, and not from Library. You should be able to select this option with any (recent) Kindle or Kindle app.
