Cold = slower, warm = faster (until it gets so very much slower again ;D).
That said, I'd check if it's actually the *refresh* getting slower, or something else (CPU failing to clock up fast enough?).
It feels a bit too extreme, though, as I remember using a Forma at high altitude (so ~0°C, possibly below, which is technically out of specs ^^) with no extreme results.
You could check dmesg to see if the thermistor is borked or something, part of the usual dmesg spam is the battery & EPDC temp.
