I uninstalled the 32 bit version and now just have 64 bit version4.23 installed. No change.
When I get the 'not responding' message when trying to add books, I then get the message "calibre-file-dialog.exe is not responding"
Then the message "Exception - file dialog failed (return code -805306369):" and the file is the following:

I have also tried what Kovid suggested but I'm not sure I'm putting the command in the right place.
All help and suggestions gratefully received -- but please remember I'm not a programmer or even much of a computer geek -- just an avid book fan!
