So I've uninstalled Calibre and reinstalled 4.23 (64 bit) and tried what Kovid suggested. Still no luck.
When I try to add a book, after I get the 'not responding' message, I get this: Calibre-file-dialog.exe is not responding.
Then the next message is : Exception - file dialog failed (return code -805306369):
