It shows both. Header shows page in current chapter. Footer shows page in the total book. You can swap them via a patch if you would like.
Here is an image (by default, header also shows chapter title, footer shows book title. I removed those via another patch).
Aside from pages, both give the option of showing a percentage or time remaining.
You can also turn the header, footer or both off completely, if you want.
