If reading ePubs, PPI difference of 167 vs. 300 is noticeable, but not terrible. Many people happily read on the basic Kindle. If you can get the Paperwhite though, without breaking the bank, I would say it's worth the increase.

Manga should be okay on a 6" reader. Manga tend to be black and white and less detailed than western comics. Tankōbon are closer in size to the Oasis/Libra 7" screens, but you would do okay on a 6" I think.
If reading manga, the difference between 167 and 300 ppi will be much more noticeable than in normal text.
