Yes, the OP does not seem to understand Sigil's structure at all. They seem to want to merge BookBrowser and Edit ToC into some single functional unit without even trying to understand how our current interface works and what any major change like that would do to long term users. And just to make it match someone else's software!
I am now about done with all of this.
