Calibre can only do what it is told. The real question is where the metadata is coming from. If it is from the books, then whoever added the metadata to the books appears to have gotten it wrong. If you are doing a metadata download and getting these results, then the source being used has these wrong. You can look at the different metadata sources you have enabled and work out which is the best for you.
But, I suspect that are manually editing the metadata and adding the series name. If so, calibre is automatically choosing the series index. It has to do this based on rules. The rule used can be configured in the tweaks section of the preferences. But, the default rule is "next" which means, "First available integer larger than the largest existing number". That sounds like the behaviour you are reporting. It sounds like you already had book #26 when you added "The Jury" and "Under the Radar", hence they were number #27 and #28.
And doing a manual edit suggests that the book had the wrong publishing date in it. The only thing you can do about that is to fix it and report to whoever produced the book that they have it wrong. But, it could be correct as that is probably the publishing date of the
edition you have.
And for the record, my experience is that the metadata in books is terrible. I always do a metadata download and pick the one I like the look of best and fix any glaring problems.
