AFAIR the idea of "inventing" this new wordings which came
long ago before the PolCorr-era roots in the wish to linguistically separate the homecoming war-damaged soldiers from 'common cripples' and thus de-stigmatising this subset of veterans.
As a result of this the authority (them politicos) always came up with a new one
when the previous one became fully derogative/offensive.
