Brazil used to be notorious for absurd import taxes on electronics, even products without local competitors. It took Amazon 5 years to get Kindle in-country.
Not all countries are wide open to external products.
(It took over a decade for most of the EU to stop taxing ebooks differently from pbooks.)
Usually it is consumers who are hurt.
