This issue has appeared since the last big Windows 10 update.
You can try removing disconnected devices in system managment (show hidden devices) or by using the NirSoft USBDeview utility. Sometimes a device glitches on connect.

I haven't seen any issues with my Kobo ereaders since one in the Windows Insider Previews a while back. Current setup is Windows 10 x64 2004 on a physical box, Windows 10 x64 build 20175 on a VM.
