No, it is exactly that. Since Kobo is attempting to justify the text and hyphenation is turned off, it has to insert spaces in sentences and sometimes words to keep the text justified.

The problem there is Kobo's default hyphenation settings are ridiculous and so Kobo rarely ever hyphenates words.

Try installing the better hyphenation dictionary here. It should help a lot.

All of my experience has been in English. Not sure if they apply to displaying your language.
