if the browser connect works, then it must be a cc issue

Yep. If I recall correctly, someone else posted a similar problem a few months back and it turned out that the phone was actually on a different network than the calibre machine, but not being able to connect via browser says it's calibre. Heck, could be something as simple as not starting the content server. If you don't have it set up to autostart it's pretty easy to forget to start it.
